About the City of Refuge Bible Study Center
The BSC is a program of Alliance for Population Health (APHA), Inc. — bringing the discipline of community health to the work of the Great Commission.
Our Mission
APHI administers the City of Refuge Bible Study Center (The BSC). The Center provides individuals with the opportunity to learn and improve their competence in the Word of God. By the power of the Holy Spirit, the Center facilitates Bible-based education that edifies/enables/refreshes/encourages/comforts participants and equips them to worship God acceptably and partake of the benefits of Christianity.
Participants are expected to become advocates for the Word of God in their communities — able to read, understand, and correctly interpret the Scriptures, use them to frame their experience, and competently present the Word to others.

Alliance for Population Health International, Inc. is an international health organization headquartered in Rockville, MD, with expertise in monitoring and evaluation (M&E), community health programming, and development work across both US domestic and international contexts, including developing countries.
The BSC applies that same standard of care to Christian ministry — combining spiritual work with measurable, responsible documentation of community impact.
Privacy & Data Policy
The BSC is committed to handling personal data with the highest standards of consent, security, and care. Records collected through outreach are stored in a password-protected Impact Registry, accessible only to authorized team members.
What we collect: Name (optional), location, date of contact, decision made, and follow-up notes — only when the individual has given consent.
How it's stored: Encrypted at rest and in transit, accessible only via authenticated session. No third-party tracking or marketing use.
Who has access: Authorized The BSC team members operating under documented privacy protocols aligned with APHA standards.
Data removal: Any individual may request removal of their record by contacting The BSC. Requests are honored within 30 days.
